According to him, there is another building with a conference room and a kitchen nearby, but this building has not yet been insulated, and the temperature difference is significantly felt. The wind blows hard there, because of this, water froze in the kitchen and in the latrines.
Asylbek Abdykadyrov noted that before thermal insulation work, technical calculations were made taking into account possible risks of power outages.
