The head of Unison Group noted that currently the construction sector of the Kyrgyz Republic is developing quite dynamically, but without any standards of environmental friendliness and sustainability. Therefore, according to her, in this study, practical steps were proposed for the implementation of energy efficiency based on the best world practices.

“The fact is that more than 50% of the electricity that is generated in the Kyrgyz Republic is spent in the buildings/housing sector. At the same time, 2/3 of the buildings were built 30-40 years ago,” Nurzat Abdrasulova explained.

In addition, she drew attention to the fact that the building sector, not only in the Kyrgyz Republic, but throughout the world, is the largest consumer of electricity, water, materials, raw materials, as well as a producer of more than 60% of solid waste. At the same time, the sector of construction of buildings and structures has the greatest attractiveness from the side of investments.

“Buildings are critical to the future decarbonization of the economy and the achievement of the UN SDGs (Sustainable Development Goals). The fact is that the Kyrgyz Republic has a continental climate, which means that a large amount of energy is spent on heating buildings, and in the warm season there is already a growing need for their cooling, all this entails energy costs and carbon dioxide emissions. Moreover, buildings affect our health. We saw this during the pandemic, when we worked from home most of the time,” she added.

The head of Unison Group emphasized that in this study, in order to promote green building in the Kyrgyz Republic, experts proposed market, financial, institutional measures, as well as recommendations for improving the Regulatory Legal Acts.

“In addition, it is necessary to ensure a close connection during the implementation of the national climate strategy with reformations in the energy sector, as well as to carry out some work in the field of SBuilding Codes and Regulations, which have not been updated since the 70s. And it is equally important to introduce “green” rules in the course of public procurement,” concluded Nurzat Abdrasulova.
